    They are among the unsolved murders of the Sierra - the man in the brown cowboy boots found near Donner Pass, the strangled young woman found near Eagle Lake, the gambler found off Highway 20 in the trunk of his torched Oldsmobile. What they all have in common for investigators is that these homicides are imports. For sheriff's departments in rural Sierra counties divided by major highways, about one of every three murders happens elsewhere and ends up as their case because the body is dumped on their turf.
    "We don't know how many more are out there," said Lt. James Roloff of the El Dorado County Sheriff's Department. "That's a scary aspect of it."
    Most of the cases have been shifted quietly to the back of homicide files. Investigators wait for the lead that, in most cases, will never surface.
    Last month, however, a single telephone call to the Truckee office of the Nevada County Sheriff's Department revived a case that had gathered dust for nearly a decade.
    A sister of 17-year-old Suesan Knorr and 20-year-old Sheila Gay Sanders, missing since 1984 and 1985, respectively, notified authorities of their whereabouts.
    The torched body of Knorr had been found near Squaw Valley, and that of Sanders had been discovered in a cardboard box near Truckee. Neither had been identified until last month.
    Their mother, 47-year-old Theresa Jimmie Cross, was arrested in Utah earlier this month in connection with their deaths and awaits extradition.
    "That girl in the box haunted us for many years," said Sgt. Ron Perea of the Nevada County Sheriff's Department, who was unable to make headway on the Truckee case until the sister, Terry Knorr, called him on Oct. 26.
    "Now at least we know who she is," Perea said. "Half the time we don't know where these bodies come from. There's no leads to pursue. If we get leads, we pursue it until we come to a dead end."
    The body dumps tend to be among the grisliest homicides in the Sierra. In 1984, the body of a Reno man was found near Truckee. An autopsy revealed that he had been injected with battery acid.
    In March 1992, the headless body of 19-year-old Veronica Martinez of Sacramento was found on an embankment of Highway 49 just north of Cool.
    And in August 1992, the charred body of 67-year-old Dale Cannon, a Las Vegas gambler, was found in the trunk of his 1981 Oldsmobile on a Pacific Gas and Electric Co. access road in Nevada County near where Highway 20 meets Interstate 80.
    Cannon, a retired productions worker for NBC, "pretty much gambled away his retirement and ended up heavily in debt to the casinos to the point that he wasn't allowed into the casinos," said Sgt. Mike Hanson of the Nevada County Sheriff's Department, who is assigned to the case.
    Hanson said he doesn't know whether those gambling debts - in excess of $50,000 - had anything to do with his murder. But at least Hanson knows who Cannon is, unlike his other unsolved body dump - a young woman found in July 1984 in the Yuba River canyon near Highway 49.
    Home-grown homicides have a tendency to remain unsolved for shorter periods of time - for example, the death last week of 30-year-old Mark Forrester from North San Juan. The apparent assailant, 49-year-old neighbor Thomas Dewell, called the Nevada County Sheriff's Department to report that he was the killer, Hanson said. Dewell allegedly shot Forrester a single time in the chest with a handgun.
    The reason: The two neighbors - once friends - hadn't gotten along for a few years, Hanson said.
    The overall track record at solving murders in the Sierra is comparable with the state's as a whole. Out of 185 murders in Placer, El Dorado and Nevada counties between 1983 and 1993, authorities think they have solved 126 of them - a 68 percent clearance rate. The statewide clearance rate over the same time span is around 60 percent.
    "There are exceptions. But homicides, for the most part, are easy crimes to solve," said Roloff of the El Dorado County Sheriff's Department. "People will talk to you in homicide cases who wouldn't give you the time of day in some other case."
    And not too long ago, departments like El Dorado would fight with their counterparts back in the urban flats of California over who would take charge of solving the rural body dumps.
    "They all wanted to do it," Roloff said.
    Budget cuts, however, have changed that attitude.
    "Now, when you have something across county lines," Roloff said, the interagency bickering goes like this: "You should do it, not us."
    The death of Cesar Rodriguez, 24, is among the unsolved murders of El Dorado County. The part-time deliveryman for the University of California, Davis, was found last December off Ice House Road in the aftermath of the Cleveland fire.
    A bulldozer operator unearthed Rodriguez's shallow grave. An autopsy revealed that the Rodriguez had died of gunshot wounds.

    Finding the bodies, as in the case of Rodriguez of Davis, can be pure chance.
    In May 1991, an off-duty California Highway Patrol officer noticed a brown cowboy boot alongside Interstate 80 near the Donner Pass rest stop. He found the rest of a decomposed male body just off the shoulder. The man, between 50 and 55 years old, has never been identified.
    "Look at how much truly desolate country that's in this county," said Roloff of the El Dorado County Sheriff's Department. "There may be hundreds of them out there we don't know about."

    I think it is most likely Wanda still is missing.

    I was contacted by a friend of Wanda's who confirmed she is still missing. If any family or friends have a photo and description of Wanda it really would be appreciated and thanks so much to her friend for confirmation.

    From the article above, I am wondering if they ever identified the July 1984 Jane Doe......a young woman found in July 1984 in the Yuba River canyon near Highway 49
